We cannot install windows identity foundation on windows 7 machine by enabling windows feature from turn windows feature on or off option in control panel, we must install it manually. If you have observed we will get the option to configure windows identity foundation feature by selecting configure check box option from prerequisite validation page, at this time ax prerequisite checker will look for the wif package located at the dynamics AX setup folder.

The wif file is in same folder as you mentioned but AX didn\’t able to configure it. Ax will configure the WIF package with the help windows update, We have faced same issue on the machine where windows update was disabled, So we have build the new windows 7 SP1 machine with windows update enabled and we were able to install WIF component successfully.
